Why was L'Orient not bombed during construction?

Does anyone know why the new German submarine pens at L'Orient were not bombed by the Allies when the pens were being constructed for 2 years, 1941-43? It seems to me the construction would have been vulnerable. Does anyone know books which cover this? Thanks. Flaccus
