Booby Traps on the High Seas

Recently reading about the voyage of the Highland Brigade enroute from America to England, an incident is revealed whereby the ship stopped as it came across a raft in the water with an open attache case in it and nothing else. The comment was made at the time that the Captain of the ship would not permit anyone to enter the water or in fact go near the object for fear that it may have been booby trapped. I looked through the American Bureau of Ordnance Publication "German Underwater Ordnance Mines and found that there were a number of devices which could have been used, though highly unlikley. Has anyone heard of such a device being used on the open sea. This incident took place a few days out from Bermuda with the ship sailing from Brazil to England.
