<HTML>I suppose that today\'s \"clever\" mines would do a fine job: they hold much more explosive than a torpedo. I believe that one “fish†exploding exactly under the hull cripples the ship beyond economical repair, but the cargo in sealed containers would stay afloat anyway. Environmental concerns are leading to a new generation of tankers not easy to sink.
In a more global strategy I would consider the cost of present day weaponry and thereafter use that money to bribe the entire opponent staff and buy out their merchant vessels rather than sinking them.
