Given that official reports were being kept secret during the war I don't really see the need to censor the report. It wasn't being released to the public and there was no need for anyone to CYA inside the military.

Civilian clothes could be a misinterpretation from some of the bodies being out of uniform. One of the reports on uboatarchive describes the Germans as wearing a variety of of clothing under their uniforms (presumably to keep warm in the poorly insulated sub).

The Roper's captain is supposed to have prevented his crew from looting the bodies for souvenirs. The crew of the tug that took the bodies off the Roper was witnessed looting the bodies for souvenirs so that is one possibility for the claim, assuming any of those crew left an account of some kind.
