Possible thinking of an explanation
In Moller & Brack’s book “ The Encyclopedia of U-Boats” there is in the pages relating to Miniature Submarines.
Seehund (Type XXVII
Whereas the Molch, Hecht and Biber have to be considered rather as experimental craft, the way in which the war developed demonstrated that the use of miniature submarines made sense for undertaking missions in waters near coasts vulnerable to air attack and against landing operations.
Technical perfection was eventually achieved with the Type XXVIIB (Seehund) designed by the K-Amt., inasmuch as it was the first German miniature submarine to incorporate all the technical equipment of the larger U-boats.
