what you mean by 2resembled nothing like a uniform" is the official Spoprtsdress or Anzug Sportanzug in german, in tropical waters this official dress consisted of a sports shorts and a sleeveless undershirt, so what looks like no uniform is indeed one. and off corse sometimes they were allowed to swim in the atlantic and had no dress at all which again is sort of UNIFORM for all of us.
