Yes and yes, with qualifications. The game needs to be patched and modded for it to be really usable. There are 4 patches from Ubisoft, and various mods available to make the game (1)More enjoyable and (2)Simulate the Battle of the Atlantic more realistically. If you want to jump into this, I would suggest these websites to start: www.ubi.com, www.subsim.com, www.beerymod.com, for patches and mods.
www.wolvesatwar.com, where after joining, choosing a name and boat, being assigned to a Flotille, you run your mission and submit comms and your Kriegstagebuch and the info is compiled and posted on the site.
The Wolf Pack League, whose URL I don't recall at the moment (Google it if someone doesn't post it here) is informative, also.
It can get pretty complicated, but once you wrestle the game into submission, I think you'll really like it.
BTW, pay attention to the minimum system requirements. Exceed them if you can. Have a DVD non-recordable drive, and avoid CD/DVD copying software.
