Net Cutter Removal on Type VIIb

Most of my sources indicate that net cutters were removed from Type VIIc's at the onset of the war. However, was the same procedure applied on VIIb boats? Judging from the conning tower modifications, I often see photographs of type VIIb boats with their cutters still installed from around 1940. Can anyone clarify?
