Type IX Ballast Tank Lower Openings

I am building a radio control model of the Type IXc using the recently released 1/72 Revell kit.

The hull moldings have a series openings/ports along the length of the lower section of the hull. Are these the inlets to the ballast tanks and did they have openable covers or doors? If they are, I can cut them out for the flooding openings.

I cannot find any photos that clearly show the lower section of the hull.

Any help would be appreciated.
