Tom, if you are talking about U-Historia website, just follow the path:

www.u-historia.com -> Técnica -> Esquemas

Scroll down to find Tipo IX.
On the right side you can download IXb, IXc, IXd2 plans, just under the word "Descargar:". Click (left mouse button) over the plan you need (IXb, IXc or IXd2) and wait.
