Speed settings on T1 torpedos

I've read that the T1 air driven torpedo motors could be set at variable speeds of 44KTs, 40KTs and 30KTs. I also heard that U-Boats never used the fastest speed, setting as there was a chance that running at 44KTs could burn out the motor, and thios fastest setting was restricted to motor torpedo boats. I'm just wondering if anyone could confirm this restriction.

Also could these speed settings be configured while the torpedos were in the tubes and ready for shooting, or did the torpedos need to be removed and physically opened up to set the motor?
