Well, good question. First, operational application of snorkel was done
by Germans, in the end of 1943 (first trials in the end of August 1943,
first combat patrol in the begining of Jaunuary 1944).

But in 1916, the Dutch installed on their submarines (type O and K)
vertical masts, which allowed ventilation of the battery compartents
and whole boat while cruising on periscope depth.

In 1923 Italian engineer, Pericle Ferreti patented so called "Ferretti Instrument",
which in fact was a snorkel.

In 1936 Dutch installed kind of snorkel on O-19 and O-20 submarines.
