Hi Les,
the periscope in the conning tower was for the attack. The head was smaller so it could not be seen so easily. The periscopes head, in the control center, was bigger so it could be seen more easily but by flapping a mirror, aircrafts flying above a U-Boat, could be seen (it was called Luftziel-Sehrohr). So the periscope in the central room was often used before emerging.
