Can someone explain to me how or why many submarines are capable of greater speeds submerged than on the surface? I was just reading the stats on the Russian Oscar class sub - the one that is currently in trouble. The top speed submerged is rated at 28 knots and 15 on the surface. I believe that the German XXI class was also faster submerged.

It would seem that the cross section and wetted surface would both be greater submerged thus slowing the vessel.

What am I missing?
