I think that the early research on modern submarines, which dates from about 1890, was done in some secrecy. (There is a Sherlock Holmes story about stolen plans for a new secret Admiralty vessel which is a submarine). The reason why all submarines look so similar is because several research groups found the same answers to the same problems independantly. By WW2 both Axis and Allies realised they had to collaborate to survive, and technology began to be shared. Such sharing contines to this day, but I wonder if it will end with the end of the Cold War.
