Hi Greg,
you guessed correctly - the are inlet ports for dive tanks.(also see Garth's reply on Kingston valves for description of how it works). Can't help you on the the keel question - do not know what that is supposed to be. This model is a VIIC/41, are you building a Robbe U47? RB
