What´s that, please?

Hello guys

I need your help.

In the lower part of the stem of some type VII U-Boats there is something what
it seems to be a pair of united brackets/fenders, for protecting some device.

Does anybody know what´s that?
Is it a protection device?
What´s does it protect?
