Hello, Fissi:

Tauchbunker were ballast tanks. They purpose were to add weight to the U-Boat, in order to allow her to dive. They are not fuel tanks. The fuel tanks you referred were the Regelbunker. They were opened to the water sea at the bottom, being free flooded. Thus, fuel floated over the salt water.

Externally, Type VII C U-Boats had, from the stern to the bow:

Tauchzelle 1 (Ballast tank)
Tauchbunker 2 Bb and 2 Stb (Ballast tanks)
Regelbunker Bb and Stb (Free flooded fuel tanks)
Regelzelle Bb and Stb (Compensating tanks)
Untertriebszelle Bb and Stb (Small buoyancy tanks)
Tauchbunker 4 Bb and 4 Stb (Ballast tank)
Tauchzelle 5 (Ballast tank)

Internally, they had:

Treibölbunker 1 (Fuel tank)
Tauchzelle 3 (Main Ballast tank)
Treibölbunker 2 (Fuel tank).

When a U-Boat dived, Tauchbunker 4 Bb and 4 Stb valvles must be opened, together with the rest of Tauchbunkers and Tauchzelles.
Regelbunker Bb and Stb and Treibölbunkers remained closed, containing fuel.
