The need for Electroboats would not have been identified in the late 1930s in any realistic scenario because Allied A/S weapons and tactics were virtually ineffective against subs at that time, a sub could function successfully on the surface. Early attacks by Allied planes on U-boats were markedly non-productive. Similarly, schnorkels were given priority only after Allied A/S weapons/tactics became effective against surfaced U-boats eg radar, Leigh lights and VLR planes (particularly Liberator). Transit across the Bay of Biscay presented many problems to U-boats late 1942 onwards which led to the rapid development of schnorkel. Most (but not all) wartime tech advances are reactive \"here is a problem, now we must solve it\".
