U-boat type Viic ballast tanks

Dear Sirs
Could anyone please answer the following question?

Could a hidden cargo compartment of a limited size be successfully built into the ballast/submerging tank(s) of a type Viic boat without either upsetting the trim or making diving/surfacing difficult?
