Floating Torpedo

I have been reading the book "Enigma U-Boats" by Showell. In one of the chapters they indicated that look-outs spotted an object floating just below the surface. After investigation it was discovered to be a German torpedo. I question if a torpedo after using all of its power and not hitting a target would float? I would think that after it loses its forward movement it would sink?


What do you think.? Thanks
