Standard displacement excludes fuel and reserve boiler feed water. The term is still used, but was more in vogue in those days, as the sizes of many warships were controlled by treaties, and these treaties used the definition of standard displacement.
Robert M quoted an estimate of the full load displacement as she would have been completed. That figure is always higher. But it was not the figure normally cited for warship sinkings by submarine. Standard displacement was normally used then.
