Once the war started, the rescue buoys on U.S. subs were either removed or welded to the superstructure so that they couldn't be released. I'd have to suspect that the Germans did the same thing, and for the same reason--deployment of the buoy during a depth charge attack would serve mainly to pinpoin the location of the sub for destruction.
