Jake -

The submarine distress buoy(s), is a buoyant marker attached to a cable, which can be released by the submarine in distress.

The utility of the device is limited by the length of cable attached, and the depth of the submarine, and of course someone has to be looking for the signal.

In wartime, most navies de-activated the device, to avoid accidental releases.

In WWII, the device had a telephone which allowed communication from someone at tne buoy on the surface, and the crew. Modern devices probably include a satellite communication system and a localizer.
