With the Mk 27, was a sabot used? How did the 21 inch tubes handle the 19 inch Mk 27?

Anyway, my real question is how the common diameter of 533mm came about with three different countries all about the same time (post 1920)? Speaking of WW-II only.

There has to be some technological/policy reason. I just can't imagine three different countries "randomly"choosing 533 mm.
