I tend to agree with your reasoning, except the case of Japan. The connection between the Italian Velosa and IJN Type 97 for midget subs (I guess that's what you had in mind?) is spurious at best... and same for Type 92. What you are describing was actually Type 92 Model 2, which never materialized. The same torpedo was produced as Type 92 Model 1, which first emerged as early as 1925. True, it has been alleged that it might have been based on information about WW I German torpedoes originating from Hans Techel. I have never seen any credible sources for that.

As I said, the rest of your reasoning sounds very convincing.
