Hi,
It may depend on when the aircraft was sighted. Allied aircraft would need some 40-50 seconds for the bomb run. Meanwhile, a Typ VIIc with Wintergarden could take 30-40 seconds to dive. The ass end of an unprotected submerging u-boat presented a good target.
One scenario where a u-boat might not want to dive would be just after surfacing for recharge of batteries.
