Was the Observation Periscope in Type VII and IX U-Boats at fixed height.

Hi

I was always under the impression that both periscopes in U-Boats were capable of raising and lowering.

However I've just learned that only the Attack Scope in the Conning Tower had this feature whereas the Observation Scope in the Control Room was fixed.

Is this correct?
