Japanese Torpedoes ???

Query on Japanese Torpedoes ???
During the battles of the pacific ocean, Guadalcanal, etc, the Japanese Navy had powerful torpedoes called 'Long Lance'. Those were not submarine armed torpedoes, those were destroyer on-borad torpedoes designed to out-gun the US Navy 8-inch battery.
The Japanese Navy were focused on night-time torpedoe run, rather than firing savo at targets locked by radar. Therefore, Japanese Believed they had the best torpedoes during the second world war.
The German Navy was under-developed for such surface ships and weapons.
