<HTML>I am not sure where this tattletale originated, but just consider that there was no way the only MN CL in the Far East, namely the Lamotte-Picquet, could have travelled to occupied France without refueling several times, and there was nowhere for her to obtain oil. The nearest Vichy-french base with fuel was Dakar (there was no oil in Madagscar), and she did not have the range to reach Senegal.
Secondly, no matter how you twist it, the French Navy would not run contraband items for the Germans under any circumstance, and the Germans knew it, therefore they never asked. Even the Japanese, after occupying Indo-China, left the French alone. Lamotte-Picquet was eventually lost to a US air attack on Saigon in 1/1945.
In early 1941 the Axis blockade-runners were still getting through fairly easily, negating the necessity for a cruiser to do it
The other thing is the speed of the Abdiel class CMs: their speed is largely mythological, as amply demonstrated by no less an authority than D. K. Brown, who stated they never even got close to 36, let alone 40 kn. According to trial figures in Warship, Blyskawica reached over 39 kn on trials at light load, sea speed did not exceed probably 36-37 kn, and that for a short time due to both hull stresses and fuel consumption.
