The main reason the u-boat lifelines and stantions were stowed below, is their inherent ability to create unwanted metallic sounds while submerged and give away the boat's position when at an ultra-quiet condition. That's if you're speaking about portable life-line arrangement on deck topside.

Permanent guardrails (railings) were installed around all "wintergardens" and on deck around the conning tower fairwater, and at the aft end of the boat.

Some pipe guardrails around the wintergarden, were about 2" diameter, although the designers didn't realize it at the time, these hollow railings were another source of noise.

The XXI type design stripped all these "noisemakers" from topside. Are you aware that the propellor shafts of todays subs are hollow "pipes" packed with silica sand to prevent this "hollow-drum" sound?
