Apparrently you'e not very familiar with shipbuilding in a private shipyard where The U.S. Navy's Supervisor of Shipbuilding has permanent residence in the shipyard. Generally a Captain heads up an inspection team. These inspectors follow a schedule of inspections that starts at keel laying. They inspect electrical, mechanical, electronic and hull installations rigidly. It's all part of the shipbuilding contract.
It's possible, however, to slip an inspector a couple fifths of Jack
Daniels sipping whiskey, to hide a machine shop. :-))
