Stephen,

I might be a little late in providing you with information on obtaining the El Lago crew member records. I have just completed research on the brother of a friend who was killed when the El Lago was sunk. After much research effort I contacted the following agency:

NATIONAL ARCHIVES and RECORDS ADMINISTRATION
700 PENNSYLVANIA AVENUE, NW
WASHINGTON, DC 20408-0001

The agency in turn conducted a search of RG26: U.S. Coast Guard, entry 426 {Office of Merchant Marine Safety: Merchant Vessel Personnel Division}: Deceased and War Casualty Seaman's Records, 1937 - 1950. They located the person's file and, for a small fee, sent me copies of his seaman's papers, a photo, and a host of other documents which turned out to be a treasure trove.

It's worth a try.
