hi, Ken,
as I've been given a lot of documents concerning the topic, I developed an interest in the same matter - but : in World War One.
There, we have several Allied lists of u-boat captains accused of war crimes.
Even on a rather quick check, one can see that many accusations are, quite simply, wrong, referring to the wrong boat, the wrong Commanding officer, a false number of people involved or a legitimate target.
Looking at the Coomanding Officers more closely, we find a very wide spectrum, ranging from Heinrich von Nostitz und Jänckendorff (U 151), giving every imaginable help to the survivors off the US coast in 1918, to Wilhelm Werner (U 55), a hardened war criminal and culpable far more than Eck in 1944, and Helmut Patzig, responsible for the LLANDOVERY CASTLE.
In between, one may find a number of "fog of war" and "borderline" cases (as you mentioned before) like DOVER CASTLE and ADDAH.
There's no survivor left to tell the truth, and there's only very little interest to look into the matter, again, after 100 years.
