Thank you; also my apologies for getting your name wrong.
The name on the plinth, be that of sitter or sculptor, cannot be deciphered. It may eventually be recognised but not deciphered; the letters of the surname simply are not discrete. The first letter looks like 'M' and the last letter is definitely a 'y' with a long tail with a scroll in the middle. 'Moody' would be a good guess.
It is wishful thinking that the bust could possibly be that of a uboat commander; it bears more resemblance to Woodrow Wilson.
I have a number of irons in the fire and will let you know if anthing useful crops up
