I just checked: It seems that the confusion with U 35's status during the last days of the war owes its origin to very old sources. R.H. Gibson and Maurice Prendergast in their book "The German Submarine War 1914-1918" state that in November 1918 U 35 arrived at Barcelona(page-332 and 377 in my copy).

As for the maintenance standards of the boats based in the Adriatic, it seems to me that things got REALLY bad in 1918. During the last year of the war, not only U-boats became more worn out due to heavy use, but personnel and material shortages in the shipyards meant that repairs took longer than what had been the norm in 1915-1917. The naval historian Paul G. Halpern, among other, notes this. Also, increasing Allied air raids on Austrian ports in 1918 also took their toll.
