Many thanks to everyone who replied it has cleared the query up.

MPC I think you are right about Politicians distorting the truth? According to the speech at the time Churchill mentioned that 7 U-boats had been sunk between September 3rd to September 17th 1939. Still it was for the good of the country as you say!
