In some cases, U-Boats were canceled because some other important projects was put ahead of them, for instance a different typ of U-Boat or tanks, etc. They basically needed the steel for something else
And I don\'t know if they never had a shortage on material used for building U-Boats, but that could be another possibility for not start or stop building.
Hitler agreed to force the building of U-Boats for the first time near the end of WWII.
