Eitel-Friedrich Kentrat

Hello. I have a question about Eitel-Friedrich Kentrat. To be more precise, does anyone know who awarded him with the Knight's Cross of the Iron Cross on 31 December 1941?

I found this photo of the ceremony, that shows a Konteradmiral shaking hands with Kentrat. Does anyone know who this Konteradmiral is, or who was Kentrat's superior?

If not, does anyone perhaps know in which city was Kentrat awarded the Knight's Cross? It might help me track down this unknown Konteradmiral.
