Tonnage was an important consideration; as it reflected the value of the target in terms of the effort required to replace it. For a given tonnage, a warship target would generally be preferred over a liner; but the average liner was much larger than the average warship. Many liners were converted to armed merchant cruisers, or to troop transports. The latter was arguably the highest priority target of all. =AL=</HTML>
