What you say is part correct, but the other Joe comment is right.!
U -boat activities in enemy waters also included operations
primarily directed against enemy warships. The most notable of
these was undoubtedly the penetration by U-47 into Scapa Flow.
In the period Sept 3 1939 to February 28th 1940, the German
U-boat arm , operating in accordance with the provisions of the
Prize Ordinance and such subsidiary orders as were from to time
issued, sank 199 (war) ships with a total gross tonnage of 701,985 tons.
