This is not true. There is at least one instance that an IJN officer was executed for war crimes. In March 1944, the heavy cruiser <I>Tone</I> sank the British merchant ship <I>Behar</I>. Rear-Admiral Noamasu Sakonju ordered the entire crew executed. In the end, a number of men were spared, mainly because the cruiser's captain, Captain Mayazumi, convinced his superior otherwise. Sakonju was executed after the war for this, Mayazumi was sentenced to 7 years imprisonment.
