Understanding attitudes existant in WWII people is pretty well explained in "War Without Mercy Race & Power in the Pacific War" by John W. Dower ISBN 0-394-75172-8 (pbk). Their are enough cross references to the European situation that the book is of general interest and particularly well footnoted. I further offer that fewer Japanese were tried because there were fewer accusers alive and those that did survive did not have a name to put with the face. I am very surprised nobody mentioned ADM Nimitz famous intervention in the war crimes trial on behalf of the U-boat men and the German Navy as a whole.
