4-Rotor Enigma Use

<HTML>When the 4-rotor Enigma was introduced in February \'42, did it go only to the U-boat service? Somehow I have the impression that Kriegsmarine surface forces, shore installlations, remote outposts, etc. continued to use the 3-rotor model throughout the war. If this is true, then were the Allies able to intercept and decode everything but BdU messages throughout the war? Or was there some attempt to get the 4-rotor version to ALL German naval forces as soon as it was introduced? Thanks for your help!</HTML>
