Enigma rotors,

As I recall, the Enigma was a commercially available machine introduced in the 1920s and picked up by the military in the early 1930s. Were rotors I - III part of the commercial machine or were they part of the military version? What cribs did Rejewski use to analyze rotor I - III? Where did he get the machine settings?
Rotors IV and V must have been from the military machine. I know that the French had before the war acquired the Enigma manuals and some machine settings by bribery. With this information and some long cribs, it should be possible to work out the wiring pattern. How did they get the cribs?
Why could the British not analyze the wiring pattern for rotors VI - VIII? Could it be that they never got the daily machine settings? You need one to work out the other.
I would like to add that using rotors during a war which had been floating around for almost 10 years was criminal negligence on the part of the Germans responsible for communications security.
