While rather unorthodox, your choice of interpretation may be taken as a yardstick. \"Completion of crew training\" would be more unmistakable than \"completion\" by itself. In this case, logically, all boats having received their marching orders to join a front flottilla should be included in the total. Certainly, at least all boats on their way to Norway. Several got damaged in air attacks enroute, at least one was scuttled (off Goeteborg) shortly afterwards.
These boats were at least assumed ready for \"active\" duty, as you put it. The A/C damage ofc knocked them out of the box again, even if the managed to limp to their new flottilla base. Cheers, RB</HTML>
