Type XXXI; what the heck?

I was searching the internet, when I came across the bizarre U-boat design:

It\'s ten meters shorter than a VIIC, has four decks, a crew of about 60, 12 torpedo tubes, and has really small fuel and ballast tanks. The layout is really awkward, you have to walk through the battery compartment to get to the Officer\'s mess. I can\'t really work out where they store the food, or what those rooms on the right side of the control room are. This is probably a mad dream, and not a serious design. Can anyone work this mess of a U-boat out?
