I'm not an expert, but back in the 1960's my local paper printed an article on the Navy auxiliary in World War 2. These civilian volunteers included wealthy boat owners. Some were assigned to patrol the Delaware River for U-Boats. Since they were unpaid and they paid for their own fuel, the Navy had to put up with a lot of their partying and lack of discipline. However, they never spotted any U-Boats.
