<HTML>I glanced thru Appendix 9 (Summary of Submarine Losses) of \"The Japanese Submarine Force and WWII\", which is list of the fate of every sub that existed during the second world war. No Japanese sub is listed as being lost anywhere near the California coast.
Of course, a few subs were lost at an unknown time and place, but none were listed as performing a mission near the California coast.
So, it looks like the answer is none.
