If I remember correctly there was an order from Hitler himself stating that land and oil refinery/producing facilities should not be attacked. I don\'t recall the reason for that order or for that manner the reframing from doing so. Interesting question. Hopefully someone will know more. I don\'t have the material to back this up, but that is what I remember reading somewhere.
I do know that the spies sent by u-boots had orders to go after oil producing facilities.
